Update: Provisional lift of the Suspension for New Enrollments in At-Risk Child Care

On November 16, 2016, the Texas Workforce Commission’s (TWC) Commission approved lifting the suspension on new discretionary enrollments for partially subsidized child care. Workforce Solutions Cameron must ensure that children from the following priority groups are served, in the order listed, before enrolling siblings of children currently enrolled in child care services and At-Risk children.

  1. Children of qualified veteran or qualified spouse
  2. Children of a foster youth
  3. Children experiencing homelessness
  4. Children of parents on military deployment
  5. Children of teen parents
  6. Children with disabilities

Please note, that Workforce Solutions Cameron will be working with parents who have applied for our waitlist.  Parents who are currently on the waitlist must contact the Child Care offices to update their information and to confirm their continued interest in Child Care Services.

We are aware of the high demand for child care and are trying to meet this need within the parameters placed by TWC.


The Texas Workforce Commission (TWC) implemented an enrollment freeze for all new At-Risk Child Care Clients, effective August 1, 2016.  TWC previously allowed Boards to select their own eligibility period for all Child Care and Development Fund (CCDF) funded child care.  Changes to the federal Child Care Regulations now require for the Boards to implement a 12-month eligibility period for all CCDF funded children beginning September 30, 2016.  Due to these changes, it is difficult to predict the impact this will have on expenditures statewide, and we do not know when TWC will remove the freeze.

As a result, Workforce Solutions Cameron has created a waitlist.  New clients will be placed on the waitlist until further notice.  The only new referrals providers will receive are those identified in the TWC priority group and former CPS children.

To maintain current enrollment, providers can help by reminding parents to report any changes as soon as they occur, and they should receive recertification appointment letters at least 20 days before their services expire.

Current parents are responsible to call CCS to report any changes, including household and income changes, within 10 days of the occurrence.  If parents do not receive their recertification appointment letter, it is their responsibility to contact and notify CCS to confirm their appointment, before services expire.
